0: Issue affects the BLS only
1: Purely editorial change
2: Moderate change (e.g. change to test case mapping or ICS conditionals or a change that means that an IUT that passed the test before will still pass after the change)
3: Significant change (e.g. introduction of alternate paths through the test case, clarification to verdict or initial condition, addition or removal of ICS item)
4: Major change (e.g.major re-write of existing test sequences, a change to align with technical specification errata, the addition of a test case)​
